Prepare all ingredients.
Soak pearl barley in water overnight, then rinse and boil until tender.
Cut the onion into half rings, the bell pepper into strips, and grate the carrots.
Heat the vegetable oil in a saucepan and fry the onions until translucent.
Add carrots and cook for another 2-3 minutes.
Add tomato paste and water and bring to a boil.
Then add bell pepper and cook over low heat for 25 minutes.
Then add salt, sugar and pearl barley. Simmer for another 5-10 minutes. Finally, pour in the vinegar.
Transfer the resulting mixture into a clean, sterilized jar. Turn it upside down and wrap it in a towel. Leave it like this until it cools completely.
