Soup with seaweed and rice

Below I will tell you in more detail how to prepare soup with seaweed and rice. It is better to choose round-grain rice, and seaweed without unnecessary additives and vinegar.
Prepare all ingredients.
In a separate bowl, boil the washed rice until tender. Rinse in cold water and place in a sieve.
Cut the onions into half rings, and grate or cut the carrots into strips. Heat vegetable oil in a heavy-bottomed saucepan and fry the vegetables until light golden brown.
Wash the potatoes, peel them and add to the pan.
Pour in water or vegetable broth. Bring to a boil, cover and simmer over medium heat until the potatoes are tender, about 10-12 minutes.
Finely chop the greens, pass the garlic through a press.
Add herbs, bay leaf, rice, garlic and seaweed to the pan. Salt and pepper to taste. Bring to a boil and turn off the stove. Cover with a lid and let the soup simmer for another 10 minutes.
